Nigeria calls state of emergency over sect attacks

(AP) ? Nigeria's president on Saturday declared a state of emergency in parts of Africa's most populous nation, after a recent slew of deadly attacks blamed on a radical Muslim sect killed dozens of people.

President Goodluck Jonathan declared the state of emergency in four states and ordered the closure of international borders near the affected areas.

They include parts of northeastern state of Yobe, and the central states of Plateau and Niger, all hit by the Christmas Day attacks that left at least 42 people dead, for which a radical sect known as Boko Haram claimed responsibility. Attackers targeted churches and one of the state offices of Nigeria's secret police.

The president also declared a state of emergency in parts of the northeastern state of Borno, a stronghold of the feared Islamic sect.

"What began as sectarian crises in the northeastern parts of the country has gradually evolved into terrorist activities in different parts of the country with attendant negative consequences on our national security," Jonathan said.

Earlier in the year, an Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja killed 24 people and wounded 116 others. The sect claimed responsibility for that attack.

Jonathan also said Saturday that he has directed top security officials to set up a special counterterrorism unit to fight the growing threat posed by Boko Haram.

The Christmas attacks come a year after a series of Christmas Eve bombings in central city of Jos in the nation's "middle belt," where the country's largely Muslim north meets its largely Christian south. Last year's Christmas attacks claimed by the militants left at least 32 dead and 74 wounded.

"Terrorism is a war against all of us," Jonathan said as he spoke during an address on national television on Saturday. "I call on all Nigerians to join hands with government to fight these terrorists."

The sect, some of whose members are believed to have links to al-Qaida, wants to impose Islamic Shariah law across Nigeria.

The U.S. Embassy had warned U.S. citizens late Friday to exercise caution in Nigeria.

"Violent extremist attacks have continued in various locations, including the states of Bauchi, Borno, Gombe, Kaduna, Kano, Niger, Plateau, and Yobe, resulting in numerous casualties," the warning read.

Boko Haram's widening terror attacks, though, are only further intensifying religious divisions in Nigeria. In this nation of more than 160 million people, thousands have died in recent years in communal fighting pitting machete-wielding neighbors against each other.

The sect came to national prominence in 2009, when its members rioted and burned police stations near its base of Maiduguri, a dusty northeastern city on the cusp of the Sahara Desert. Nigeria's military violently put down the attack, crushing the sect's mosque into shards as its leader was arrested and died in police custody. About 700 people died during the violence.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties. That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting the group has remained difficult, as sect members are scattered throughout northern Nigeria and nearby Cameroon, Chad and Niger.

Arthur Christmas is a beautiful and fun Christmas movie that is sure to be a holiday classic. The story follows Arthur who is the son of Santa Clause, his brother Steve is a smart but at times inconsiderate role model who is second in command to Santa, and when a little girl has a gift that did not get sent Arthur does everything he can to make sure this girl has a Merry Christmas. The plot of the movie is funny and a great lesson to be told about Christmas and children, and what i learned from this movie if anything is that every child needs to believe in Santa, because there is nothing better than believeing that there is somebody who loves you that whill bring you a present on Christmas day, and the characters of the film were good but i found the characters to be a little selfish at times besides Arthur who was a incredibly kind and good charcater and he saved the film in a way from being just a bunch of selfish men wanting to be a star. The voice cast was great, James McAvoy was perfect for the character, Hugh Laurie was also was a well done choice as Steve, Jim Broadbent was good as the voice as Santa, and Bill Nighy was also a great choice for his role, what else can I say for voice actors other than I liked them. The animation was incredible, I could really tell they worked hard to make a beautiful Christmas film and it really payed off big time, I loved the beauty in this film. Arthur Christmas had some few problems that kept it from being a perfect Christmas film, but those were minor compared to the things that they got right that made it a great Christmas film and that will make it remembered for years to come.

Islamic school attack in Nigeria's south wounds 7 (AP)

LAGOS, Nigeria ? Attackers threw homemade explosives inside an Islamic school in a predominantly Christian city where some 50 children had gathered for an Arabic class, wounding six pupils and a teacher, authorities said Wednesday.

The rare attack in Nigeria's oil-rich southern delta comes just days after radical Islamist militants launched a series of explosions across the country on Christmas, leaving at least 39 dead and dozens wounded.

Analysts say it is too early to speak of retaliation following the attacks by Boko Haram, but worry about what such violence could mean. The school was attacked Tuesday in Sapele, Delta State police spokesman Charles Muka said.

"Sapele just seems like the most unlikely place for a retaliatory attack to take place," criminologist Innocent Chukwuma said. "But if it is, this would play right into Boko Haram, which has been looking to escalate the conflict to make the country ungovernable."

Nigeria, which is Africa's most populous nation, is largely divided into a Muslim north and Christian south, though members of the two faiths live everywhere across the country, do business together and intermarry.

Thousands, though, have died in recent years in communal fighting pitting machete-wielding neighbors against each other. Earlier this year, at least 800 were killed across Nigeria's north in postelection violence after a Christian candidate was elected president.

Tensions are particularly high in the nation's "middle belt," where the two regions meet. On Tuesday night, authorities say assailants shot a Christian couple and their 1-year-old child Tuesday night, said Plateau state spokesman Pam Ayuba.

Authorities believe the attack in a village near the city of Jos was carried out by Muslim herdsmen.

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

While initially targeting Islamic and Christian clerics, politicians, policemen and soldiers via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

With a majority of the rollout to be in place by 2013, the carrier is working to bring multi-modal functionality and spectrum integration to its towers, which the provider suggests will deliver expanded coverage, stronger signal and fewer dropped calls for all customers. Earlier this year, Sprint launched its first multi-modal tower in Branchburg, New Jersey, and has now completed its first cluster of sites in Kanakee, Illinois. With the first LTE-capable devices on track for a mid-2012 arrival, Sprint claims that it's wrapped-up field tests and is poised for a rapid LTE deployment. Idaho man's Museum of Clean ready to shine

Don Aslett may be more than a half century into his fight against dirt and clutter, but he still can't take a stroll without bending to pick up litter from the sidewalk.

As a child, he can remember cringing at the site of spilled coffee grounds and in high school, finding it strange the other boys didn't like to clean their rooms. Even now at the age of 76, his battle against grit and grime has yet to relent.

Those who may not understand his devotion, he reasons, have likely never felt the satisfaction of making a toilet bowl shine.

"I'll tell you, clean is a hard sell," said Aslett, who has written 37 books on the topic and founded a janitorial business with branches in most states and Canada.

While mothers may threaten their kids with having to clean their rooms as punishment, Aslett knew he was different from an early age.

"I love to clean," he said with a shrug.

And now, he has a six-story shrine dedicated to his craft ? the Museum of Clean ? that recently opened to the public in southeastern Idaho.

Among the exhibits: A horse-drawn vacuum dating back to 1902; a collection of several hundred pre-electric vacuum cleaners; a Civil War-era operating table; a 1,600-year-old bronze pick that was used to clean teeth, and an antique Amish foot bath.

If visitors grow weary while touring the building with its estimated 6,000 historical cleaning devices, they can take a seat on chairs fashioned out of garbage bins, a claw foot bathtub and a washing machine from 1945.

There's also an 88-seat theater, an art gallery, and a gift shop with cleaning kits for kids priced at $9.95 and plush toys in the shape of germs. Aslett's most prized possession ? a 2,000 year old terra cotta water vessel used by the Romans to wash up? is not quite ready for display and kept locked in a filing cabinet.

The idea for the project came several years ago, when Aslett came upon an old pre-electric sweeper vacuum at a Detroit museum.

"I thought, well there's horse museums, cow museums, train museums, plane museums. Why not a clean museum?" Aslett said.

He started his collection with an old pump vacuum he purchased for about $250 and tracked down more items at antique stores, while others were donated. He soon had enough for a display at his office in downtown Pocatello.

"I found out something interesting, people are into cars and food and sports," Aslett said. "Cleaning is way down on the list. But If you took something as dull as cleaning and made it humorous, then cleaning goes to the top."

Aslett started public speaking and writing cleaning handbooks with titles such as: "Is there Life after Housework?" and "Clutter's Last Stand." His personal monikers have included the Dean of Clean, the Sultan of Shine and, who could ever forget, Don Juan of the John.

He was featured in People Magazine. He's also been on Oprah. At one point, he started carrying a fiberglass toilet as a suitcase because he felt that was the symbol of his trade. He also enjoyed the suspense of his fellow travelers as they waited by the baggage carousel to see who would claim it.

As his cleaning business thrived, so did the cleaning tool collection. Things got serious when he found a Boston collector with 230 pre-electric vacuums he was willing to sell for $300,000.

"After I got that collection, I found out that I needed a lot more room," Aslett said. "I thought, if I'm going to do this, I'm going to leave a real legacy."

Over the years, as the museum missed several expected starts, but Aslett stood firm in his belief: "When you hear Pocatello, you're going to think clean."

He was quick to dismiss a website survey this year that ranked Pocatello among the dirtiest cities in the United States based on online sales of cleaning products.

"That's like saying Pocatello has the most ugly women in the world because we buy the least makeup," he said

The museum, which took six years to assemble at a cost of about $6 million, marked its grand opening last month. Tickets cost $5 per person or $15 for a family.

Inside, the history of clean begins to the right, with a giant model of Noah's Ark, a reference to the worldwide cleaning of Biblical proportions. To the left are interactive exhibits aimed at teaching kids how to properly make their bed, clean their room, sweep and recycle.

During a recent tour, Aslett stopped to clean a window display inside a children's play area. His squeegee glided across glass in a quick flurry of sweeping strokes, like an artist painting a canvas.

"That's how the professionals do it," Aslett said, leaning back to admire his work.

He would know.

Aslett first marketed himself as professional cleaner when he was 19 and attending Idaho State University in the 1950s. He charged $1.25 an hour and recalls his first job cleaning around a furnace took him 56 minutes. He was paid $1.18, an amount of money he keeps framed on his office wall.

"I thought, it's going to be a tough road after this," Aslett said.

But by the time he graduated, Aslett had launched a construction, facility services and janitorial company that employed about 500 and had branches in three states. Varsity Contractors now boasts annual sales of $100 million.

The cleanliness concept was ingrained into him from the time he was a child, growing up poor in the tiny south-central town of Dietrich, where the family grew beans, potatoes and wheat. His mother taught him that clean was something to be desired.

"She said: 'The reason I married your dad is because he was always clean, he always washed his hands, he always had clean clothes,'" Aslett said.

He and his wife, Barbara, now split their time between their Idaho ranch and their home in Hawaii. He may be a millionaire, but he also embodies the de-cluttered lifestyle he preaches. He has two pairs of shoes, three suits and the last time he brought a new pair of Levis jeans, they cost $3.25.

"When you're a cleaner, you look at things a little differently," Aslett said. "You look at the stuff you have to clean up, the unnecessary bottles and the unnecessary towels, and the garbage ..." he said, his voice trailing off as the list went on.

Samsung buys out Sony from LCD partnership

Samsung has bought out its partner Sony from a joint venture in LCD production, spending around ?600 million or close to a billion dollars.

The deal ? worth 1.08 Korean Won ? has been done in cash, and cements Samsung's place at the top of the television-manufacturing tree.

"Under the agreement, Samsung will acquire all of Sony's shares of S-LCD Corporation, the two companies' LCD panel manufacturing joint venture, making S-LCD a wholly owned subsidiary of Samsung," said Samsung's statement.

Challenging

"In order to respond to such challenging conditions and to strengthen their respective market competitiveness, the two companies have agreed to shift to a new LCD panel business alliance," it continued.

For Sony, it's the latest stage in its efforts to make its television business profitable once more, in a year that can only be described as an annus horribilis for the Japanese giant.

Not did the horrific earthquake that robbed so many Japanese of their lives also hit production hard, but 2011 will be remembered as the year in which hackers infiltrated the PlayStation Network (PSN).

The buyout will also serve to remind people of the big shift in consumer electronics, which has seen Korean companies like Samsung and LG become huge successful global brands as Japanese companies have struggled to maintain profitability.

(AP) ? Three Republican presidential candidates, each claiming to be the truly conservative alternative to Mitt Romney, are launching bus tours Tuesday through this early nominating state.

Just a week before Iowa's leadoff caucuses, Minnesota Rep. Michele Bachmann, Texas Gov. Rick Perry and former House Speaker Newt Gingrich prepared to rumble through small towns aboard their campaign buses. They're looking for supporters one at a time and hoping to become a roadblock for Romney, who is looking stronger than expected. Romney returns to Iowa on Tuesday after a quick stop in his long-established stronghold of New Hampshire.

Ahead of the Jan. 3 caucuses that officially begin the GOP's nominating calendar, the candidates were returning for a final rush of speeches, meet-and-greet stops and town hall-style meetings. And they are bracing for one last round of advertising, which most observers are expecting to be nasty.

Each campaign has also tried to gauge the level of enthusiasm for Rep. Ron Paul of Texas. The libertarian favorite has built a strong organization here and recent polls suggest he is peaking, a rise that has him tied with or even ahead of Romney ? and drawing more scrutiny for his views.

"There's really three primaries going on here," former Sen. Rick Santorum of Pennsylvania told reporters in Adel, where he went hunting for pheasant and quail. "There's the libertarian primary, which Ron Paul is going to win. Then you've got the moderate primary, which Gingrich and Romney are scrumming for. And you've got three folks who are running as strong conservatives."

He included himself, Bachmann and Perry in that conservative camp. Former Utah Gov. Jon Huntsman signaled early on he would not compete in Iowa and instead plans to start his campaign in New Hampshire.

But with time ticking down in Iowa, several hopefuls are packing their days with rambling road trips to sparsely populated corners of the state. If history is a predictor, some of these candidates will be former candidates after the first contest.

Bachmann last week began her effort to visit each of the state's 99 counties, an ambitious pace that left her darting into diners and gas stations for quick visits. She was set to return to that pace early Tuesday in Council Bluffs, on the state's western edge. By nightfall, she was slated to have visited another 10 counties.

Perry was set to begin his tour in Council Bluffs several hours later. He planned just four stops during his day.

Gingrich was ready to return to the opposite side of the state, with three stops in Dubuque.

Paul was set to return Wednesday for a late push ahead of the New Year's holiday.

Many of those expected to participate in the caucuses remain undecided, and most of the contenders have seen their fortunes rise quickly and then deflate. Romney and Santorum have remained relatively steady: Romney solidly near the top and Santorum consistently struggling to build support.

Yet Santorum alone has achieved the accomplishment of visiting all 99 counties. With more than 350 campaign events behind him this year, he is hoping the early groundwork ? and a possible late surge ? help him beat expectations.

He was slated to start his day in Fort Dodge, in the deeply conservative far northwest corner of the state.

Rasmussen College to offer CPR classes

Rasmussen College recently announced their partnership with In-Pulse CPR to offer CPR classes for the public at the college?s five Florida campus locations.

In-Pulse CPR is an American Heart Association-authorized provider of CPR and ECC courses. The one-day, 4-hour classes will held throughout the next four months at Rasmussen?s Florida college campus locations in Ft. Myers, New Port Richey, Land O? Lakes, Ocala, and Tampa/Brandon.

The first CPR Classes will start this January and are open to both Rasmussen College Students and the general public.

Recommended as an invaluable skill for any adult, CPR training is required in many jobs such as early childhood education professionals, nursing home workers, and dental or medical office staff. In-Pulse CPR?s classes qualify students for the American Heart Association Heartsaver / BLS Healthcare CPR certification, good for two years.

In-Pulse CPR classes use the latest equipment including Laerdal and Prestan mannequins and a large selection of AED trainer models. All instructors are either EMT workers or nurses, and all are certified by the American Heart Association.

Course cost is $45, and no prior first aid knowledge is needed.

Exclusive: Petronas in talks with oil majors for petchem tie-up (Reuters)

KUALA LUMPUR (Reuters) ? Petronas is in talks with several global oil majors including Shell (RDSa.L) and Exxon Mobil (XOM.N) to develop petrochemical plants within its $20 billion refinery complex in southern Malaysia, two sources with direct knowledge of the matter said.

Malaysia's national oil company is also talking to Japanese firms Itochu Corp (8001.T) and Mitsubishi Corp (8058.T) as well as to Dow Chemical Co (DOW.N) -- the largest U.S. chemical maker -- as it seeks to tap surging Asian demand and diversify its earnings, the sources told Reuters.

Petronas (PETR.UL) is expected to make a decision on the partnerships by mid-2012, which signals it is quickly moving beyond the feasibility stage of the project.

"Petronas is getting a lot of interest for the joint venture undertakings," said one source who declined to be identified as the talks are ongoing.

"They have moved to the basic engineering and design stage and after this the tendering process for building the complex will start," the source added.

Petronas, Shell and Mitsubishi officials in Malaysia declined to comment. Itochu, Dow Chemical and Exxon Mobil were not immediately available to comment.

Petronas first unveiled the Refinery and Petrochemicals Integrated Development (RAPID) project in May and has said the complex will be commissioned by end-2016, which both sources said was on track.

The $20 billion complex is to be built in southern Johor state which borders Singapore -- the largest oil trading hub in Asia.

The project is key to Petronas' plan to join the likes of India's Reliance Industries (RELI.NS) in grabbing a larger share in the $395 billion global market for specialty chemicals -- high value raw materials used in products from diapers to higher performance tires and LCD televisions.

"In terms of markets for petrochemicals coming from RAPID, Petronas is aiming for Myanmar, Bangladesh and parts of the subcontinent," said a second source.

"The potential is there as these are huge markets or in the case of Myanmar, just opening up."

RAPID REACH

The RAPID project will include a 300,000 barrel-per-day refinery that produces naphtha, gasoline, jet fuel, diesel and fuel oil. The first source said the crude feedstock would come mostly from Petronas' equity projects in Sudan, Chad and eventually Venezuela instead of Malaysia's own higher quality and expensive crude, domestic production of which is slowing.

The crude feedstock from Petronas equity projects will also be channeled into the petrochemicals and polymer complex, including a 3 million ton-per-year (tpy) naphtha cracker and petrochemical derivatives facility focusing on synthetic rubber.

"Over 1 million tons will be for ethylene and propylene and the rest for high grade specialty chemicals," said the first source.

"Synthetic rubber is a big thing. Nearly 90 percent of a tire is made of synthetic rubber because natural rubber production is declining in Asia, so there is an opportunity for Petronas," the source added.

STRUGGLE OR SURVIVE

The RAPID project gives Petronas' downstream operations a better chance of staying afloat in times of economic downturns and poor margins as it allows Malaysia's only Fortune 500 company to tap into its global feedstock sources, analysts say.

"From a Petronas perspective, there is vertical integration opportunity," said Andrew Wong, lead analyst covering Petronas at Standard & Poor's in Singapore.

"I think the expectation for a recovery in the petrochemical sector in 2011 did not quite happen due to the external factors and there is concern whether the project will come on-stream at a good point in time of the global economic cycle," he added.

Industry players have said Malaysia and Petronas' ramp-up of oil infrastructure in the southernmost tip of the country will create a "Greater Singapore" trading hub that allows the region to keep up with competitors like China.

Petronas is counting on interest from Japanese firms which are looking to relocate their plants or re-invest outside their home base after the March tsunami and earthquake triggered uncertainty over future energy supply, the second source said.

"The interest has particularly been strong from the usual Japanese players in the petrochemical market. This project has started at the right time," the source added.

Japan?s Top 3 Mobile Carriers Agree To Support Global NFC Standard

Paying with cell phones is already ubiquitous in Japan, but now the country's top three telcos (NTT Docomo, KDDI au, and SoftBank Mobile) are trying to switch from the Nippon-only Osaifu Keitai system to the Type A and Type B NFC standards used globally. The problem for the carriers is that Osaifu Keitai ("Portable Wallet"), which is based on Sony's FeliCa RFID smart card technology, isn't compatible to the Type A and B NFC standards. Docomo, KDDI, and SoftBank have set up the so-called Japan Mobile NFC Consortium to coordinate the domestic adoption of those standards with "service suppliers and handset manufacturers".

No votes, but things seem to be going Romney's way (AP)

KEENE, N.H. ? The stars may be aligning for Mitt Romney ? and at just the right time.

Four years after his failed White House bid, the former Massachusetts governor's strategy in the 2012 Republican presidential race has long been premised on a respectable finish in the Jan. 3 Iowa caucuses followed by a decisive New Hampshire victory to drive momentum heading into South Carolina, Florida and beyond.

To be sure, no one has voted yet. The outcome in Iowa will shape the race, the contest has been mercurial and Romney still faces hurdles, not the least of which is his failure to become the chosen one in GOP circles after running for president for the better part of five years.

Still, his preferred scenario is looking more plausible now, thanks to Ron Paul's helpful ascent, Newt Gingrich's slide and fractures among conservatives who have not rallied behind an alternative to Romney. There's a growing sense inside and outside of Romney's campaign that his path to the nomination is clearer than it has been in weeks.

"Barring a tornado, things are starting to line up for Romney at the right time," said Dave Roederer, an unaligned Republican who served as Sen. John McCain's Iowa campaign chairman in 2008.

Indeed, with voting set to begin in just 12 days, polling suggests that the latest candidate to challenge Romney's place atop the field, Gingrich, is slipping in Iowa and elsewhere under the weight of negative advertising fueled by Romney allies and other campaigns. And Romney has begun to display a confidence of sorts as he expands what is already a mammoth political machine in early voting states and other places across the country.

Perhaps illustrating his newfound optimism after weeks of concern inside his campaign, Romney went after Gingrich in uncharacteristically sharp language Wednesday for complaining of repeated attack ads.

"If you can't stand the relatively modest heat in the kitchen right now, wait until Obama's Hell's Kitchen shows up," Romney told supporters in Keene, the first stop in a multi-day bus tour showcasing his growing bench of New Hampshire political backers.

Among them: two of the three Republicans in the state's congressional delegation as well as former Sen. Judd Gregg and former Gov. John H. Sununu. More than 100 current and former elected officials are backing Romney in New Hampshire.

In a later campaign stop in the state's largest city, Gingrich shot back, shortly after having announced the support of state House speaker Bill O'Brien, who declared that Romney was taking New Hampshire for granted.

"If he wants to test the heat, I'll meet him anywhere in Iowa next week," Gingrich said. "If he wants to try out the kitchen, I'll be glad to debate him anywhere. We'll bring his ads and he can defend them."

Political observers suggest that even if Romney doesn't win Iowa ? which has never warmed to him, and dealt him a blow in 2008 ? he's on safer ground in New Hampshire's Jan. 10 primary.

His hope is that victory here, a state that's essentially his adopted home, could help him overcome trouble in South Carolina, an evangelical bastion that spurned him four years ago but where he now has the coveted endorsement of tea party favorite Gov. Nikki Haley.

Florida comes next, and Romney by far leads the GOP pack in building a campaign organization there. He's sitting on a pile of money for a state campaign that is primarily waged with expensive ads.

"It doesn't help you to peak in August or September, or October ? you need to peak on Election Day," said Jamie Burnett, an unaligned GOP operative who led Romney's New Hampshire political operation four years ago. "Romney is making his closing argument now and seems to be in a pretty strong position."

Romney's biggest threat has been that one of his rivals would catch fire and consolidate the anti-Romney vote at the right time. That could well still happen.

But month after month, candidates have risen and fallen under the weight of their political shortcomings.

While conservatives, particularly tea party activists, continue to be wary of Romney's candidacy, they've struggled to rally behind a single opponent even as Romney has fallen short in consolidating all parts of the party behind his candidacy.

Still, Paul and others, such as Utah Gov. Jon Huntsman, Minnesota Rep. Michele Bachmann and Texas Gov. Rick Perry, are not backing down.

Perry in particular has been pouring money into television advertising in recent weeks to help revive his candidacy. He's spent $4.4 million to date on Iowa TV alone, while an organization run by his allies has spent $1.5 million there, according to figures obtained by The Associated Press.

Paul, a Texas congressman with strong libertarian leanings, has spent roughly $1.75 million so far on Iowa television advertising and $700,000 in New Hampshire.

Romney's campaign generally sees Paul's rise, particularly in Iowa, as an asset.

Because of a quirky style and hardline foreign policies, Paul is generally seen by prominent Republicans as a poor match for President Barack Obama in the general election. A Paul victory in Iowa, therefore, might be dismissed as an anomaly.

Romney's allies have spent $2.8 million on Iowa television advertising, largely on negative advertising aimed at Gingrich.

The onslaught has helped to reverse Gingrich's recent rise in Iowa, where he had set high expectations, recently proclaiming that he's the most likely candidate to win the caucuses.

"Ads that have been running against Gingrich reminded people about some things that many people forgot," Roederer said. "Now, Gingrich has pretty much put himself in a must-win situation."

Romney has been at or near the top of the field for months while spending only a small fraction of his money so far on TV ads, roughly $1.8 million in New Hampshire and Iowa.

But his prospects are far from sealed. He's left a lot of people unconvinced.

"I like Romney a lot, I could vote for him," said Rod Crowner, a West Burlington, Iowa, city councilman who met Bachmann on Wednesday. "But we haven't seen him here.

"He seems to be making a play in Iowa. But in the cities. Not in places like West Burlington. And that's his problem. He is city. And I'm not sure he completely understands the issues facing small towns here in the Midwest."

WASHINGTON (AP) ? Senate officials say negotiators are close to a deal for a two-month extension of Social Security payroll tax cuts and jobless benefits for the long-term unemployed. Both are due to expire at the end of the year.

The same package is also expected to require the Obama administration to make a speedy decision on the fate of a proposed oil pipeline from Canada to Texas that promises thousands of jobs.

If nailed down, the deal would come up for a vote in the Senate as soon as Saturday.

Majority Republican leaders in the House were not involved in the negotiations.

The developments came after the White House backed away from a veto threat that centered on the pipeline.

Zynga dips below IPO price (Reuters)

(Reuters) ? Zynga Inc shares opened as much as 10 percent above their offer price on Friday but then rolled back below the IPO price, showing that investors were still concerned about its dependence on Facebook and its growth prospects and that demand for hot tech IPOs may be waning.

In the opening minutes of trading on the Nasdaq the stock rose 10 percent to $11.00. But then they fall back and were down 1 percent at $9.90.

When asked about the price drop, CEO Mark Pincus said in an interview there were "no regrets."

"Our approach has always been to focus on the longterm," Pincus said. "We thought this was the right time to go public."

"We're going to focus on the products and business results we deliver in the next four to eight quarters and hope the stock market values and appreciates that as they see us deliver it," he added.

The company, which competes with Electronic Arts, sold 100 million shares of Class A common stock at $10 per share in the IPO, roughly 11 percent of its shares on a diluted basis, at the top end of the $8.50 to $10 indicative range.

Zynga wants to avoid what happened to Groupon Inc, another closely watched Internet IPO that rose on its first day of trading in November but slumped below its $20 issue price about three weeks later

Zynga's IPO had been highly anticipated because it is seen as a way for investors to get a slice of Facebook's growth before the social network itself goes public. About 95 percent of its revenue comes from Facebook, where it makes money from selling virtual items such as virtual jewelry and poker chips in its games.

Unlike Groupon, Zynga is profitable, but less than 3 percent of its players spend money on items in its free games.

At $1 billion in proceeds, Zynga's IPO would still be the largest from a U.S. Internet company since Google Inc raised $1.9 billion in 2004.

Tipping in tough times: What you need to know

According to a survey, 39 percent of childcare providers and 47 percent of housekeepers do not expect cash or a gift this year.

When my father died nearly a decade ago, one of the sanitation workers who served our Queens, N.Y., neighborhood cried when he heard about his death.?

For years, my dad had been a generous tipper around the holidays, especially when it came to the trash guys, spreading the joy with crisp $50 bills and bottles of Johnnie Walker Red Label.?

Showing appreciation for hard work is the reason many of us give when it comes to holiday gratuities for service that rarely gets a thank you any other time of year. But during tough economic times, the practice has come under increasing scrutiny.?

We all understand that certain employees need tips to survive financially, including waiters and waitresses who get paid less with the idea gratuities will more than make up the difference. But with so many people struggling to make ends meet given years of stagnant wage growth ? if they have a job at all ? the mentality has become, ?hey, they?ve got a job, why do they need a holiday handout???

?You can tip yourself into the poor house,? said Carole Townsend, author of ?Southern Fried White Trash,? who has noticed more and more people bypassing tips this holiday season because of budget constraints and wondering why cash tips are even necessary.?

?I?m hearing that people are going out of their way to make things, like a tin of cookies for the nail lady, or a box of fudge for the mailman,? she explained. ?They can?t afford it. Everyone is holding everything so close now money wise, even people you?d think really don?t need to.??

Indeed, even many of the typical tip beneficiaries, including everyone from baby sitters to maids, don?t expect that much holiday cheer this season. According to a survey by SitterCity 39 percent of childcare providers and 47 percent of housekeepers do not expect cash or a gift this year.?

But that doesn?t mean they wouldn?t appreciate some cash. Among childcare providers polled 34 percent would like cash, if they get a gift at all, while only 4 percent would like a handmade gift. And 28 percent of housekeepers wouldn?t mind some dough, compared to 3 percent who want their bosses? creations.?

Everyone realizes times are tough, but bypassing tips for those you really depend on throughout the year may not be a great idea.?

Even though Townsend doesn?t tip garbage collectors or postal workers that serve her area, there?s one person she suggested people never forget. ?If you have a good hairdresser you have to do what ever you can to make them happy,? stressed Townsend. ?Mine is a miracle worker.??

Clearly, no one wants a bad haircut, but can holiday tips really guarantee good service in the future??

Etiquette expert Mary Mitchell thinks so.

?Tip really means to ensure prompt payment,? said Mitchell, author of ?The Complete Idiot?s Guide to Etiquette.? ?A tip is something that we do to both acknowledge we appreciate good service and to assure that it will continue.??

That said, she?s not an advocate of holiday tipping everyone in sight. If you have a service done regularly, such as having your nails done or your shoes shined, and you typically tip after every visit, there?s no need to tip yet again at the end of the year, she advised.

Her general tipping guidance includes:

  • Not tipping the mailman or woman, or teachers, because in most cases they?re not supposed to take cash gifts
  • $20 for the trash collector
  • A week?s pay equivalent for people who do regular work for you such as your personal trainer, or a cleaning lady or gentleman

If you?ve always doled out the big bucks during the holiday and are embarrassed that you can?t be as generous this year, Mitchell recommends the honest approach. ?Most of us can afford to take a few minutes and write a handwritten note,? she noted. She suggested something like this: ?I hope you know how much all your good services have meant to me throughout the year. Just as soon as I get another job I will celebrate my prosperity with you.??

Such genuine communications, she maintained, will go a long way in developing those strong relationships with the people that make our lives better every day.?

Growing up, I always thought it was strange that our trashcan was the only one on our block that the sanitation crew moved from off the curb to the side of our house, even during snowstorms. As it turns out, a little generosity, and some Scotch, does go a long way.?

In addition to bribery charges, Ajamu Stewart and Clifton Sanders face felony counts for falsifying public records, said District Attorney George Gascon and City Attorney Dennis Herrera. Stewart pleaded not guilty to the charges last week, and Sanders was scheduled to be arraigned later Wednesday.

City officials said Stewart, 54, and Sanders, 41, allegedly pocketed thousands of dollars by selling safety certifications to nearly 350 restaurants in San Francisco dating as far back as 2007.

Gascon said the former inspectors' scheme showed total disregard for state laws and violated the public's trust.

"We take public corruption very seriously," Gascon said. "We want to send a very clear message to people who work for our government that they are held to a very high standard and if they violate that standard and trust, there will be consequences."

Officials say the former inspectors for the health department's Food Safety Program worked in tandem over an 18-month period and accepted bribes of between $100 and $200 from several hundred restaurant owners and employees to give passing grades on written food safety exams. The restaurants range from well-known chains to popular eateries offering ethnic fare.

Sometimes, the inspectors would administer the tests verbally and fill in the answers themselves. The exam included questions on the temperatures of hot or cold foods and the sanitization of food preparation areas, said Richard Lee, the department's director of environmental health regulatory programs.

About 80 percent pass the test, Lee said.

The scheme surfaced after a restaurant employee told the city's public health department in late 2008, officials said, leading to a probe by the city attorney's office.

"It is of paramount importance that the public have confidence that the employees that are investigating and regulating food safety issues are carrying out their responsibilities with the highest degree of professionalism," said Herrera, adding that most of the restaurants have since been recertified.

Gascon said prosecutors decided not to file criminal charges against the restaurant employees because it would be a difficult criminal case to prove since some of them did not know the exam process.

"We believe the greater culpability here goes to the public employees," Gascon said. "They violated the law and that's why they are being prosecuted."

Both Stewart and Sanders face at least up to eight years in prison and fines up to $10,000 if convicted.

Resurgent soul singer Howard Tate dies in NJ at 72 (AP)

TRENTON, N.J. ? Soul singer Howard Tate, who got a second chance at a musical career three decades after being derailed by disputes with industry executives, personal tragedy and drug addiction, has died at age 72.

Tate died Friday of natural causes at his apartment in Burlington City, county medical examiner's spokesman Ralph Shrom said.

Tate was born in Macon, Ga., and grew up in Philadelphia, where as a teenager he sang with the doo-wop group The Gainors. He was a rising star in the music world who later suffered through decades of such extreme darkness that his long-time producer figured he was dead before having a career resurgence and receiving a Grammy nomination in 2004.

In the late 1960s and early '70s, Tate had three top 20 R&B hits, including "Get It While You Can," written by his longtime producer Jerry Ragovoy and made more famous by Janis Joplin. Ragovoy, who died this year after a career producing artists including Dusty Springfield and Dionne Warwick, saw Tate as the artist who gave voice to the sounds he wanted to make.

At his early peak, Tate toured the chitlin circuit with Aretha Franklin as her version of "Respect" climbed the charts in 1967.

Legendary Philadelphia disc jockey Jerry Blavat called Tate "a major Philly star."

"He truly was a street singer who captured the soul and feel of Philly back in the day," Blavat said Tuesday.

But within a decade, Tate had walked away from his career, disillusioned that he wasn't getting the royalties he thought he deserved. He took up a new career selling insurance in suburban Philadelphia.

"I got rid of my own records, and I didn't listen to other people's records because I didn't want to flash back," he told The Associated Press in a 2003 interview.

Then, he said, tragedy struck: A daughter died in a fire, and his marriage fell apart. He drank heavily, then became addicted to crack and other drugs and ended up homeless in Camden.

By the mid-1990s, he got clean and decided to become a minister. He eventually led a congregation in Willingboro.

Around that time, Tate's 1967 album "Get It While You Can," considered a classic by soul aficionados, was reissued on CD. On the liner notes, Ragovoy wrote that the singer was probably dead.

In 2001, a chance meeting at a grocery store between Tate and a former member of Harold Melvin's Blue Notes tipped off the music world that he was alive.

And in 2003, he returned to the recording studio ? Ragovoy's Atlanta studio ? to make "Rediscovered," which was nominated for a Grammy for best contemporary blues record the next year.

At the time, Ragovoy was amazed that his protege's voice sounded the same as it had 30 years earlier ? maybe better.

Tate said he believed it was "a call from God" that brought him back to the music industry he had "hated and despised so bad."

Over the next five years, he toured and released a live record and three more studio CDs.

For Blavat, it was gratifying to see someone whose career was cut short at first getting critical praise.

"They finally," he said, "knew what I knew about this cat."
