University Inventions Earned $1.8-Billion in 2011 - The Chronicle of Higher Education

Universities and their inventors earned more than $1.8-billion from commercializing their academic research in the 2011 fiscal year, collecting royalties from new breeds of wheat, from a new drug for the treatment of HIV, and from longstanding arrangements over enduring products like Gatorade.

Northwestern University earned the most of any institution reporting, with more than $191-million in licensing income.

The 157 universities that responded to the annual survey of the Association of University Technology Managers, released on Monday, completed 5,398 licenses and filed for 12,090 new patents. They also created 617 start-up companies.

The overall revenue figures are about the same as in the 2010 fiscal year, when 155 universities responded. The number of licenses and options completed in 2011 was notably higher than the 4,735 reported in 2010, but in part that was because some institutions began to include more of them in their totals. The number of new patent applications filed was also higher.

The totals include data from four institutions that answered anonymously and are not included in the sortable table that accompanies this article. (Year-to-year comparisons for the survey are imperfect because, in some years, institutions that are the most active in patenting and licensing don't participate. Also some participating institutions provide only partial responses.)

The 617 start-up companies formed in 2011 was a slight increase from the 613 reported in the previous year. Start-up companies appeared to be a growing focus for some of the institutions in the survey. In 2010, 12 institutions reported forming 10 or more companies; in 2011, 14 institutions did so.

That attention reflects broader economic forces, says Tony Stanco, executive director of the National Council on Entrepreneurial Tech Transfer. With big corporations doing less and less hiring, there is "more of an awareness from students and faculty that entrepreneurship is a growing career path, a growing alternative," he says. And says Mr. Stanco, new Ph.D. recipients now realize that one way to continue their research is "though the venture path."

'Off the Beaten Path'

The University of Florida's David Day says licensing inventions to start-ups also makes sense for institutions like his, which still collects revenue from the trademark it holds on the Gatorade sports drink and related products. "We're a little off the beaten path," so the homegrown approach is a logical one, says Mr. Day, director of Florida's Office of Technology Licensing.

Florida, which formed 12 start-up companies in 2011, is also investing in facilities and programs to help incubate new companies and foster innovation, including plans for a privately financed 180-room residence hall, nicknamed the "Dormcupator," for students interested in entrepreneurship.

Lesley Millar, director of the Office of Technology Management at the University of Illinois at Urbana-Champaign, says the focus on entrepreneurship at her institution is one reason for the big jump in the number of start-up companies formed there.

The campus, combined with the University of Illinois at Chicago, reported 21 new start-up companies in 2011, including Nuvixa, which is developing audio-visual conferencing technology, and the Xerion Advanced Battery Corporation, which uses nanotechnology to create fast-charging batteries for cars and electronic devices. In 2010 the two institutions created just eight companies.

Urbana-Champaign now has five entrepreneurs-in-residence "to provide very early guidance to faculty" on forming start-up companies, says Ms. Millar. It continues this "sequential" support for start-ups through the early stages of commercialization, including access to investment capital through a fund called Illinois Ventures. "That was missing 10 years ago," she says.

The Illinois campuses also saw an increase in overall licensing income, from $13.4-million in 2010 to $17.4-million in 2011, in part due to growing sales of an HIV drug called Prezista, developed at Chicago.

As in past years, a few institutions accounted for a large proportion of universities' overall licensing income: Northwestern's $191.5-million accounted for more than 10 percent of the total reported. Its revenue, combined with four other $100-million-plus earners?the 10-campus University of California system, and Columbia, New York, and Princeton Universities?accounts for more than 40 percent of the total.

Of the 153 colleges and universities that responded publicly to the latest survey, 23 reported annual licensing income of $15-million or more; in 2010, 22 institutions reported that much. (In a news release, the technology managers' association reports cumulative data for not only the universities but also for a technology-investment firm and 28 hospitals and research organizations that responded to its survey.)

New Strains of Wheat

One newcomer to the list of big earners was the University of Nebraska. Its revenue from licensing grew from just over $3.7-million in 2010 to more than $16.7-million in 2011.

"A big part of it," says David Conrad, executive director of NUTech Ventures, the nonprofit corporation that manages inventions for the University of Nebraska, was the result of a research relationship the campus at Lincoln formed in December 2010 with Bayer Crop Science.

The German company is working with the university to generate new varieties of wheat that can be sold throughout Europe and other markets where genetically modified crops are not welcome. Some of that work has already produced new strains of wheat which are being sold.

Mr. Conrad says NUTech Ventures is also benefiting from what he calls "a relationship-based model for tech transfer" with the goal of working with licensees so they'll become repeat customers. He says the corporation tries to attract licensees with good service, not below-market prices. "Some of those companies have already come back to do subsequent deals," he says.

Nebraska is also working to encourage more of its faculty and students to make a great effort to identify possible new inventions and disclose them to NUTech Ventures. Four years ago, the invention-disclosure rate for the university was about 60 a year, he says. Now it's more like 160 a year.

"The faculty are much more engaged in tech transfer," he says, "and the students are much more engaged."

Cornell University reported a notable uptick in the number of licenses signed, with 162 in 2011. Some of that increase, from 37 in 2010, resulted from counting more of its smaller licenses than before, Cornell officials say.

It also reflects a new approach. The university is offering more of its technologies on a nonexclusive basis, and it is also making a conscious effort to sign more deals, even if that means forgoing upfront payments, being less demanding about royalty rates, and forgoing other "short-term economic benefits" for the sake of getting deals done, says Alan Paau, Cornell's vice provost for technology transfer and economic development.

"We know not every deal is going to be a success," he says, but the institution is now more willing to take a chance. "We're more promiscuous now."

Stephen Hawking to help open 'inspirational' Paralympics

A spectacular opening ceremony was set to ring in the biggest ever Paralympic Games on Wednesday, with Stephen Hawking, Britain's most famous living scientist, expected to feature in the ceremony at London's Olympic Stadium.

Hawking, who has motor neurone disease and has been paralysed for most of his life, was set to appear alongside a cast of more than 3,000 at the ceremony, where Queen Elizabeth II will officially open the Games.

A record 4,200 athletes are taking part in the Paralympics across 20 sports, with the event expected to sell out for the first time and win its biggest ever television audience.

Double amputee sprinter Oscar Pistorius is among those gearing up for 11 days of competition at the stadium, where the curtain came down on the Olympic Games just two weeks ago.

The Paralympic torch arrived in London early Wednesday after travelling in an overnight relay through the English countryside.

It was lit at Stoke Mandeville -- the hospital that is the spiritual home of disabled sport -- on Tuesday evening and carried 148 kilometres (92 miles) southeast by 116 teams of five people.

Cheers and prayers met the flame as it arrived in northwest London at the Shree Swaminarayan Hindu temple, before travelling through the British capital past famous landmarks including Westminster Abbey and Piccadilly Circus.

The torch was heading east for the start of the ceremony at 1930 GMT, which will be watched by some 80,000 people in the stadium.

Organisers have described the ceremony, which is named "Enlightenment", as a "celebration of the inspirational spirit of the Paralympic Games that challenges perceptions of human possibility".

The British Paralympic Association (BPA) has said the ceremony will be "groundbreaking in its inclusivity and innovative staging", showcasing deaf and disabled artists.

It has been created by artistic directors Jenny Sealey and Bradley Hemmings, both of whom have a long history of hosting live shows involving disabled performers.

"Aerobility", a British charity that trains disabled people to become pilots, will perform a fly-past, the BPA said.

Across the 11 days of elite disability sport, the International Paralympic Committee predicts a global television audience of more than four billion -- a record for the Games, which first took place in Rome in 1960.

Organisers believe much of the interest has come after a successful Olympics for British athletes, which saw the host nation finish third in the overall medal table behind the United States and China.

Britain is also considered the "spiritual home" of the Paralympics, as the first recognised sports events for athletes with disabilities was held in Stoke Mandeville in 1948.

The sporting action begins on Thursday, with shooting set to provide the first gold of the Games in the women's 10m standing air rifle.

Medals are also up for grabs in the velodrome with the finals of the men and women's individual pursuit, in four weight categories in judo at the ExCel Arena and at the Aquatics Centre, where 15 swimming finals are to be held.

The showpiece athletics programme gets under way on Friday with the spotlight on South Africa's Pistorius, who is seeking to defend his T44 100m, 200m and 400m titles from Beijing four years ago.

Pistorius, dubbed the "Blade Runner" because he runs on carbon fibre blades, made history earlier this month by becoming the first double amputee to compete in the Olympics when he ran in the 400m heats and 4x400m relay final.

But on Tuesday he played down expectations of repeating his Beijing treble, with Britain's world-record holder Jonnie Peacock and world champion Jerome Singleton of the United States likely to feature in the 100m final.

"It's important to note that I haven't run a 100m personal best in five years. It's not really my event," he told a news conference, adding that he would "be happy" with a medal of any colour in the blue riband sprint.

Reddit is getting a fundraising button

Being ?the front page of the Internet? comes with power, and Redditors have often, if not a bit spontaneously, channeled that power for fundraising.

Among their good deeds: giving a bullied senior citizen bus monitor a $700,000 vacation budget, scrounging up $31,000 overnight to help a three-year-old who needed a bone marrow transplant, and contributing more than $180,000 to Haiti earthquake relief efforts.

Now, for the first time, Reddit users will be able to execute some of these fundraisers within Reddit-branded pages.

Starting today, managers of the site's topic pages, or Subreddits, can opt to accept donations to specific nonprofits by installing new "Donate" buttons on their Subreddit pages. The TwoXChromosomes Subreddit, for instance, will add a button to support She's the First, an organization that supports girls' education in the developing world.

The buttons and the donation system they're attached to, Reddit Donate, were developed by payment startup Dwolla in partnership with another payment startup called Stripe. It will launch with 12 nonprofit partners, including Kiva, Charity: Water, and DonorsChoose.?

Many Subreddits are already active fundraisers. The atheism Subreddit, for instance, helped raise more than $200,000 for Doctors Without Boarders by directing traffic to a third-party fundraising page.

Without a Reddit tool for accepting donations, most fundraising Redditors have, like the athiest group, pointed each other to crowd funding sites such as Indiegogo, independent funding sites, and custom landing pages on charities' websites to contribute.

At times it can be unclear, however, where the money is actually going. Money raised for the bullied bus monitor's vacation, for instance, was collected on an Indiegogo page that was not set up in her name, but a Redditor's name. If a less scrupulous person had created the page, the story may have lost its happy ending.

?We want to protect our community, and for it to know that if it donates $100, that it's going to the right person and not to various fees,? Erik Martin, the general manager of Reddit, tells Fast Company.

Dwolla removes credit card numbers from transactions--and with them a handful of third-party financial-service providers?-and thus is able to charge an impressively low fee of $.25 for transactions more than $10 (transactions involving less than that are free). Money travels directly from donors' bank accounts to nonprofits' bank accounts. Stripe keeps the credit card in the process and charges 2.9% plus 30 cents per transaction.?

Reddit has taken other steps to support charitable efforts initiated in its site, but none so significant.

Earlier this month, the site named Crowdtilt its official fundraising partner. A newly-launched startup, Crowdtilt enables anyone to raise money for any kind of project, and it promised Reddit to wave fees and verify that donated money ends up where it is intended.

It's difficult to verify how organizations that aren't registered nonprofits are spending their money, so the Dwolla and Stripe button only applies to nonprofit partners for now. That leaves out the individual-specific causes Reddit is famous for supporting.

Ben Milne, the CEO of Dwolla, tells Fast Company that if Redditors embrace it, there's likely room for the project to evolve. For now, the new feature formalizes a giving habit that has already become part of Reddit's reputation.

?It?s just like anyone could always raise money for their project," says Milne, "but it got way easier when Kickstarter launched.??

In Australia, large numbers of busy families eat meals on the go, and the restaurant industry in this country is big business. Eateries have sprung up everywhere, and proper marketing of each restaurant means a healthy profit margin. The gourmet coffee concept quickly took off, and franchising began in 1997 with the second store opening in Eastgardens, NSW. By 2003 a Gloria Jean?s was present in every state and territory in Australia, and in 2004 the chain became Australian-owned. Regular milestones marked its steady growth.

Gloria Jean?s Coffees is now the country?s largest coffee shop, and serves about seven million guests per month.

Hungry Jack?s?

In 1971 Jack Cowin opened Hungry Jack?s, a franchise of the international Burger King? Corporation, in the Perth suburb of Innaloo, Australia. Initial success led to the opening of another store on Anzac Highway Everard Park in 1972, and a third in Kedron in Queensland in 1974. Within a decade, the restaurant chain grew to 26 stores in three states.

Its growth can be attributed to shrewd business moves as well as a solid branding of its product. Hungry Jack?s broke into the Victoria market by buying 11 stores from the Wendy?s Hamburger chain in 1986, and converting nine of them to Hungry Jack?s restaurants. Hungry Jack?s marketing slogan, ?The Burgers are Better at Hungry Jack?s,? maintained its brand awareness among competitors.

  • During its 2009-2010 fiscal year, the chain reported an after-tax profit of $32.1 million from sales of $1.043 billion.

Today it has more than 300 locations, with restaurants operating in every state. Hungry Jack?s continues to reinvent itself, and plans to overhaul its image by 2013. It has changed its old marketing slogan to ?Hungry Jack?s makes it better,? and it will add new menu items as well as update its website and renovate its restaurants.

Oporto??s

In 1986, Antonio Cerqueira opened Oporto?s, a Portuguese chicken restaurant, in the Sydney beach suburb of Bondi, and since then the chain has steadily grown in popularity. It has become known for opening an average of 15 stores per year, and is one of the few businesses to be featured in the BRW Fast Franchises edition for nine consecutive years.

There are now more than 140 Oporto?s restaurants across Australia and New Zealand with a customer base of more than 13 million people a year. It expanded into Britain and China, and then to the U.S. in 2011.

Oporto?s marketing strategy includes promoting its ?fresh, not frozen, grilled, not fried? method of food preparation, and the menu items include burgers, chicken, wraps and salads. Its business model encourages individuals to purchase franchises for a $50,000 franchise fee, and open their own store. The potential business profits for each location, says Oporto?s, depends on the drive and ambition of the individual operator.

Red Rooster

In 1972, the Kailis family opened the first Red Rooster restaurant in Kelmscott, Western Australia, never realising it would grow into Australia?s biggest, most successful roast chicken franchise. The company?s growth is marked by a series of purchases, acquisitions and careful business decisions.

  • In 1981 Coles Myer bought the store.
  • By 1992 it was converted back into a Red Rooster chain, growing to 230 stores.
  • In 2002, Australian Fast Foods Pty. Ltd. acquired the chain.
  • In 2010 Red Rooster expanded its menu, adding burgers, baguettes and wraps.

Today, Red Rooster, with the logo ?It?s gotta be red,? has more than 360 locations across Australia. It has more than 7,500 employees and is one of the biggest fast-food chains in the country. In 2011 it posted more than $442.5 million in system wide sales, and Restaurant News named it as being in the International Top 25 regional chains.

Demand for fast food in Australia remains high, and some of the savviest restaurant chains have capitalised on the profits to be made. In order to stay in business in this competitive industry, franchises must constantly remain vigilant to prevent the competition from overtaking them. With the lifestyles of most families and working professionals leaning towards eating out rather than eating at home, the promise of large profits will be the goal of successful franchises.

As Republicans remain hostile to Obamacare ? GOP lawmakers have already wasted $50 million on dozens of failed attempts to repeal the law, and House Republicans have even threatened to shut down the government in order to block health care reform?s implementation ? they often complain that Obamacare will translate into soaring costs for the health care industry. It?s true that health insurance rates are rising, but data from Connecticut suggests it has nothing to do with Obamacare.

Filings from Connecticut?s two largest health insurers, which both applied for double-digit rate increases this year, show that the insurance companies are not driving up their prices because Obamacare is leading them to do so. Rather, the rate increases are due to increasingly expensive health costs that are unaffected by the implementation of the health care law:

But the overwhelming reason for the rate increase requests is rising medical costs, the filings by Anthem, Aetna and ConnectiCare say. The companies say this is mainly because providers are raising their prices and patients are getting more care.

?People are accessing more services and hospitals, doctors and labs are charging us more,? Aetna spokeswoman Susan Millerick said.

The costs associated with the Affordable Care Act account for only a tiny fraction of the requested increases ? less than 1 percent. These amounts cover the costs of the preventative women?s care benefits and the changes in cost sharing, said Paul Lombardo, the actuary for the state Insurance Department who reviews the rate increase requests.

While health care spending did rise at double the rate of inflation in 2010, a report by the Health Care Cost Institute confirms Connecticut?s findings and concludes the rising prices are due to the health costs that crept up during the recession. In fact, Obamacare will help address this very issue. The health care reform law represents part of the solution ? not the problem, as Republicans claim ? as it seeks to help make health insurance more affordable by reforming payment models, reducing payments to hospitals, and prioritizing quality of care.

Amazon isn't one to provide a lot of specific numbers on the products and services it offers, but it has confirmed today that its $79 a year Prime service recently crossed a fairly significant milestone. The company says that more items are now shipped with Prime's two-day shipping than with its standard Free Super Saver Shipping -- which is, presumably, quite a lot. Of course, Prime has grown to become considerably more than just a premium shipping option since it launched in 2005, and Amazon has also taken the opportunity to divulge a few other details on the service. On Prime Instant Video, it says that it now offers 22,000 titles for streaming, a growth of 70 percent this year -- it also notes, somewhat interestingly, that 96.4 percent of the Prime video catalog is viewed in any given week. As for the Kindle Owners' Lending Library, it now counts 180,000 titles, the most borrowed of which is The Hunger Games.

Thousands march against Togolese government

Thousands of protesters marched without incident in the Togolese capital Lome on Saturday after two days of rallies earlier in the week that saw clashes between demonstrators and police.

The opposition coalition Let's Save Togo said more than 100 people were injured and 125 arrested during the rallies Tuesday and Wednesday that were dispersed with tear gas, with some demonstrators throwing rocks and burning tyres in response.

Saturday's march began in Lome's Be Kpota neighbourhood and proceeded peacefully to a city beach as security forces looked on.

A coalition member said that in line with a campaign of civil disobedience, organisers were ignoring official requests to give advance notice of rallies.

"Through this march, we want to show the illegitimate authorities that we no longer respect the law," coalition member Pedro Amuzu said, decrying what he called a "permanent takeover by force" in the small west African state.

Let's Save Togo announced plans to hold further marches followed by sit-ins at the independence square in Lome next week, setting up another potential showdown with the authorities who have previously ruled out demonstrations in prominent areas.

Those sit-ins would take place from Tuesday to Friday, coalition official Raphael Kpande-Adzare said.

Protesters have been seeking a delay in parliamentary elections to allow reforms to first take place, as well as the repeal of changes to electoral laws that they say the government pushed through.

Let's Save Togo's coordinator Zeus Ajavon called Thursday for an end to President Faure Gnassingbe's government and urged Togolese to "disobey and organise".

While the elections are expected to be held in October, no date has been set.

Togo has been run by the same family for more than four decades. Gnassingbe Eyadema ruled the country for 38 years with an iron fist until his death in 2005.

Shortly after his death was announced, the military installed his son Faure Gnassingbe as president. He has since won elections in 2005 and 2010.

Based on ten years of fieldwork in the Tetons of Wyoming, WCS Conservation Biologist, University of Montana Professor and study author Dr. Joel Berger looked at whether body size of juvenile moose and maternal presence were related to survival of the young animals. In animals from elk to lizards and fish, size matters, and larger individuals enjoy a survival advantage. However, results of Berger's study showed that for juvenile moose, body mass had no significant effect on overwinter survival. Maternal presence did.

The study, "Estimation of Body-Size Traits by Photogrammetry in Large Mammals to Inform Conservation" appears in the early view section of the on-line edition of the journal Conservation Biology.

The study found that orphaned moose in their first winter were subjected to 8 to 47 times more aggression from adult moose than were young moose whose mothers were present. Overall, the survival of orphan calves was about 8 times lower than those with mothers.

Along with facing more aggression from kicking by adult females and being displaced from the best feeding areas, Berger theorized that orphans incur greater metabolic costs and expend more energy in deep snow. Why orphans were attacked more was not clear, but Berger raised the possibility that mothers were trying to maintain more resources for their own offspring.

"These findings highlight the importance of maternal presence rather than body size and suggest policy changes may be warranted in how harvest quotas are set," said Berger. "In some circumstances, the shooting of mothers with young has been permitted under the assumption that calf survival is minimally affected. Clearly, that is not the case."

In another development from the study, Berger pioneered a new method to estimate the size of juveniles without resorting to immobilization by darting or netting by helicopters ? both methods that are stressful to wildlife. Instead, Berger used photogrammetry?a process of using photographs to determine the properties of objects. Digitally measuring head sizes on photographs enabled estimation of juvenile body mass in a quick and non-invasive fashion.

Berger said, "Other methods of acquiring data on large animals are exhaustive, expensive and more invasive. Photogrammetric assessment has shown to be accurate, widely deployable and much easier on the animals and scientists, and the findings in this study illustrate the method can be used to inform conservation planning."

17 arrested in crackdown on California-Mexico methamphetamine ring

Local and federal authorities moved Thursday to break up an alleged drug trafficking ring connecting a major Mexican cartel to San Gabriel Valley street gangs and arrested 17 people in a pre-dawn sweep.

A federal indictment unsealed Thursday charges 27 people with making, possessing and dealing methamphetamine imported by La Familia Michoacana, one of Mexico's most violent cartels, to two Pomona gangs: Los Amables and Westside Pomona Malditos.

Thursday's crackdown is the culmination of Operation Crystal Light, a 16-month investigation by the San Gabriel Valley Safe Streets Gang Task Force. The investigation was launched after a 2011 kidnapping among suspected gang members in Southern California.

Officers said they seized nine weapons, an undisclosed amount of methamphetamine, other drugs, and paraphernalia in Thursday morning raids in Los Angeles, Riverside and San Bernardino counties. The probe involved about 200 law enforcement officers and several undercover purchases.

"The goal of the federal task force is to disrupt the network so it's disrupted permanently," Timothy Delaney, special agent in charge of the FBI's criminal division in Los Angeles, said. "Today's arrests took some very serious players in the methamphetamine world off the streets."

The methamphetamine came into the country in liquid form via airplane, boats and cars, officials said. The drug was recrystallized at an Ontario home before local gangs would sell it and funnel money to the Mexican cartel.

Most of the drugs were being sold in Pomona and Ontario, according to Assistant U.S. Atty. Shawn Nelson. Dealers were selling multiple pounds a day and making up to $9,000 per pound, Nelson said.

He described the arrests as "a good dent" in the Mexican cartel's local drug network. Three suspects were in custody before the raid and seven remain at large, federal authorities said.

The indictment alleges that a La Familia Michoacana associate named Jose Juan Garcia Barron oversaw the transport of the meth between Mexico and Los Angeles County. Delaney said Garcia Barron is among those who have not been apprehended.

Seven law enforcement agencies, including the Pasadena and Pomona police, the Los Angeles County Sheriff's Department, the FBI and the Drug Enforcement Administration, were involved in the sweep.

(AP) ? American and Afghan officials are expanding the range of explanations for a surge in "insider attacks" on U.S. troops, adding on Wednesday the theory that the burden of fasting during the Muslim holy month of Ramadan combined with the summer heat may have prompted more Afghan soldiers and police to turn their guns on their American partners.

Whatever the underlying reasons, the attacks are taking a toll and raising questions about the risk of American and other coalition troops working side by side with Afghan troops as advisers, mentors and trainers. The close contact is an essential element of the U.S. strategy for putting the Afghans in the lead combat role as the U.S. prepares to pull out its last combat troops at the end of 2014.

The top commander of coalition forces in Afghanistan, Marine Gen. John R. Allen, said Thursday that while the reasons for the killings are not fully understood, the effect of Ramadan fasting is likely among the causes.

"The idea that they will fast during the day places great strain on them," Allen said, adding that the stress may have been compounded by Ramadan falling during the heat of summer and the height of the fighting season. He acknowledged that hunger and heat are not the primary causes for the killings, but it is among many "different and complex reasons for why we think this may have increased" lately.

He also cited Taliban infiltration of Afghan security forces and personal Afghan grievances against U.S. troops, who Afghans have in some cases accused of being brutish and insensitive to local culture and customs.

Insider attacks have been a problem for the U.S.-led military coalition for years, but it has exploded recently into a crisis. There have been at least 32 attacks so far this year, killing 40 coalition members, mostly Americans. Last year there were 21 attacks, killing 35; and in 2010 there were 11 attacks with 20 deaths.

August has been especially worrisome, with at least 10 insider attacks by Afghans, killing 10 Americans. And they have happened across the country; in the far western province of Farah on Aug. 17, killing two members of a Marine special operations unit; in the southwestern province of Helmand on Aug. 10, killing a total of six Marines in two separate shootings, and in the eastern province of Paktika on Aug. 7, killing one American. The latest was Sunday in Spin Boldak, in southern Kandahar province, where an Afghan police officer opened fire inside a police station, killing a U.S. soldier who was assigned as a police adviser.

The Afghan government asserted on Wednesday that the attacks are the result of Afghan soldiers and police being brainwashed by agents of foreign intelligence services. Allen, speaking from Afghanistan to reporters in Washington, said he had yet to see evidence of that.

"I'm looking forward to Afghanistan providing us with the intelligence that permits them to come to that conclusion so that we can understand how they've drawn that conclusion," Allen said.

Ramadan, during which observant Muslims forgo food and drink in daylight hours, is based on a lunar calendar and covers a slightly different period each year. Prior to its start this summer, U.S. officials made no mention, at least publicly, of its potential to raise the security risk for U.S. and other coalition troops working alongside their Afghan counterparts.

Allen said U.S. officials took precautions during Ramadan and will review what adjustments should be made in the future.

"We were very careful, actually, during Ramadan this year to undertake operations during those times that would not place great physical strain on the troops ? their troops, as well as ours? given the partnership requirements," he said.

Mark Jacobsen, a defense specialist at the German Marshall Fund of the U.S. and a former senior NATO civilian representative in Afghanistan, said Allen's theory about the role of Ramadan in the insider attacks is "very reasonable."

"However, what we need to understand is that no matter what the source or motivation of the attacks, the insurgents are going to exploit them," he said.

The deadly trend creates a dilemma for U.S. troops who must simultaneously be on guard for insider threats while also trying to train and advise in settings that are inherently dangerous.

John Agoglia, a retired Army colonel who headed a counterinsurgency training center in Kabul in 2008-10, said he recalled that Afghans during Ramadan could be "testy, more argumentative" while fasting.

Agoglia, now an executive at IDS International, which provides cultural awareness training for U.S. troops in Afghanistan, said in an interview that he thinks the insider attacks are partly linked to a Taliban effort to "psychologically dislocate" Afghans from their American trainers and advisers, with limited success so far.

Allen acknowledged that U.S. and Afghan officials have struggled to determine what's behind the rise in attacks. For months U.S. officials said the Taliban were to blame in some cases, but that most of the shootings were triggered by personal grievances against American and coalition troops by Afghan soldiers and police.

In many cases ? possibly 40 percent ? no reason can be determined, according to a U.S. defense official who discussed the matter on condition of anonymity because he was not authorized to speak publicly.

The uncertainty reflects, in part, the fact that most of the shooters are either killed on the spot by return fire or they escape and remain at large. And even when they are captured, U.S. officials say, some shooters offer no coherent explanation. That was the case when an Afghan soldier shot Marine Lance Cpl. Edward J. Dycus of Greenville, Miss., on Jan. 31 at their joint base in Helmand province. No clear motive was ever established, officials said.

Allen said U.S. officials believe that about 25 percent of the shootings can be linked to the Taliban, either through impersonation of an Afghan security force member or through coercing or radicalizing him. Pentagon officials said Allen was referring to 25 percent of cases dating back to 2007. They said only about 10 percent of attacks in 2012 can be blamed on Taliban infiltration.

Asked how these attacks are affecting morale among American troops, Allen said that each killing creates a "moment of crisis." But he added that in most cases the crisis is overcome by focusing on the mission.

"It is not about vengeance or retribution" for the attacks, he said. "It's about gripping the mission. It's about understanding that while an Afghan pulled the trigger, the vast majority of the Afghans they know every day, in fact, are their brothers in this campaign and their brothers in this mission."

In a presentation to Pentagon reporters, Allen offered a cautiously optimistic assessment of the overall war effort.

He said deadly attacks by the Taliban insurgency are affecting an ever-shrinking proportion of the Afghan population.

"The insurgency we face today, while still active, dangerous and capable of inflicting harm, is trying hard to project its strength as its position continues to slowly erode," he said, adding, "We've taken scores of their leaders and fighters off the battlefield, and we've systematically separated the insurgents from more and more of the Afghan population."

Allen is overseeing a steep decline in U.S. troop levels, scheduled to reach 68,000 by the end of September. As of Thursday there were still 81,500 in the country, according to the Pentagon. Allen has said he will wait until late in the year before recommending when additional reductions should be made.

The troop number peaked at 101,000 last year.

Global Implementation Issues: Cultural Differences or Bad Change ...

During the SAP Radio show, we talked about why strategic initiatives fail when being implemented, especially globally. Do cultural differences cause failure, or is it bad change management?

Dr. Steven Hunt discussed implementation failure: ?Culture is a convenient scapegoat for explaining why something didn?t work.? When you look at changing any process in a company ? regardless of location ? leadership has to ensure that it has effective change management practices in place. If you have great change management, which takes into account local regulations or restrictions, then you are more likely to see adoption instead of resistance.

China Gorman links this back to understanding your customer, even your internal ones. ?Developing a global market ? or at least a market outside the U.S. ? requires understanding and experience on the ground. The challenge is how to get it.? Ask yourself, ?What does the customer want and what message will most effectively convey that you meet that want?? Changing a process requires you to think in the same manner as the customer.

At the end of the day, everyone wants to know what?s in it for them. Culture may impact how you convey the message, but if you take barriers into account, your change management practices should compensate for any differences in culture that would impact an implementation.
